The Central Expressway Section 2, extending from Meerigama to Kurunegala, has been successfully completed as the pioneer expressway project constructed entirely by local contractors. This section covers approximately 40 km in length and includes four major interchanges, strategically designed to connect developing cities and enhance regional accessibility.

Environmental Protection and EIA Compliance

The project was executed under strict Environmental Impact Assessment (EIA) guidelines. During construction, careful measures were taken to preserve natural waterways and ecosystems. Engineering solutions such as box culverts, viaducts, and bridges were introduced to maintain natural drainage paths and ensure safe movement for both humans and animals. These interventions minimize environmental disruption while supporting sustainable development.

Road Safety Innovations

To improve driver safety and reduce road accidents, special features such as “Snap Alerts” (rumble strips and lane departure alerts) were incorporated. These safety mechanisms create vibrations and audible signals when vehicles drift from their designated lanes, thereby reducing the risk of collisions and enhancing overall expressway safety.

Median Landscaping and Replantation

A notable feature of this section is the tree planting along the central median, which serves as a natural glare shield to protect drivers from the impact of oncoming headlights. In addition, a replantation program was implemented to replace trees that were cut during construction, ensuring environmental balance and visual enhancement of the roadway.

Contract Packaging and Execution

The project was divided into four contract packages, each covering approximately 10 km of expressway. Each package carried an investment value of nearly LKR 35 billion, bringing the total project cost to over LKR 140 billion. Among the contractors, Tudawe Brothers Ltd. successfully executed one of the packages, valued at LKR 10 billion, demonstrating the capabilities of local engineering expertise.

Project Outcome

The completion of the Central Expressway section 2 marks a major achievement in Sri Lanka’s transport infrastructure. With its modern construction techniques, robust environmental safeguards, and advanced safety features, the project has significantly reduced travel time between Meerigama and Kurunegala. The expressway now serves as a vital economic corridor, improving connectivity, promoting trade, and contributing to the long-term development of the region.
